Heavy rain over Kauai has triggered a flash flood warning for the entire island on Wednesday, the National Weather Service said.

Two men have been arrested for sexually assaulting a woman in an abandoned bus in Kalihi.

The island’s utility cooperative is proposing a 9% increase to their electric rates.

Investigators said the facility suffered about $750,000 worth of damage in the blaze.

A joint investigation between state and federal officials is now underway.
