APEC ALERT: Sunday closures & restrictions

Here is a list of the APEC restrictions and closures for Sunday.  APEC traffic moves west, expect temporary freeway closures to begin around 8:30 a.m. until 9:30 a.m.

Motorcades carrying APEC dignitaries will leave Waikiki for meetings at Ko'olina.

J.W. Marriott Ihilani Ko Olina Area Road Closures/Parking:

Impact for this area will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13.

Road Closures: The closures will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13. All of the following areas will be posted with "Emergency No Parking" signage. Fencing and other physical barriers will also be in place as will uniformed law enforcement officers. Vehicular traffic in the restricted zones will be limited to vehicles with a law enforcement/public safety function.

Pedestrian traffic inside the restricted areas will be limited to residents and owners/employees of local businesses that fall within the secure area. Government issued photo identification, such as a driver's license, non-driver photo identification or passport will be required to gain access.

  • Ko Olina Exit (WEST) Ramp from Farrington Highway from 12:00 a.m. to 11:00 p.m.
  • Olani Street

Restricted Parking Zone: All affected areas will be posted with "Emergency No Parking" signage. The restrictions will begin at November 12 and discontinue on November 13 at 11:59 p.m. However, due to ongoing preparations in the area; some streets may be utilized by vendors related to the event starting as early as November 7. This start time will be reflected on the "Emergency No Parking" signs. Drivers should use caution in parking in these areas during this period and ensure they are not in a work zone.

  • Ali'inui Drive
  • Olani Street
  • Koio Drive
  • Kamoana Place

Pedestrian Screening: Pedestrians who approach the secure perimeter fencing around the J.W. Marriott Ko Olina will be subject to a visual inspection for weapons.

 Residents/Businesses near the J.W. Marriott Ihilani Ko Olina: Impact for this area will begin at approximately 11:00 p.m. on Saturday, November 12, and continue through approximately 11:00 p.m. on Sunday, November 13.

Kai Lani Community Residents:

For Kai Lani residents/guests (ONLY). Vehicular traffic requiring access to this community will utilize the Ko Olina exit ramp from Farrington Highway, EASTBOUND and proceed to the Kai Lani community entry point via Ali'inui Drive.

Vehicle traffic exiting the Kai Lani community will be directed toward Farrington Highway, EASTBOUND and ramp ONLY. All exiting non-emergency traffic will be restricted during APEC motorcade movements.

ALL VEHICULAR TRAFFIC REQUIRING ACCESS TO THE KO OLINA COMMUNITY WILL BE UTILIZING FARRINGTON HIGHWAY (EAST) AND KOIO DRIVE ENTRANCE. THERE WILL BE UNRESTRICTED ACCESS UNTIL SECURITY CHECKPOINT.

Makaiwa Beach Park: Emergency vehicles only.

Paradise Cove: Closed to the general public.

Ko Olina Golf Course: Open to the general public.

Ko olina Community Shopping Plaza:  All individuals requiring vehicular or pedestrian access to this secure zone will be subject to security screening at the intersection of Kamoana Place and Ali'inui Drive or Coconut Plantation exit gate. We encourage all to plan accordingly. All traffic will be restricted during APEC motorcade movements.

Coconut Plantation Community Residents:  Residents vehicular or pedestrian access to the Coconut Plantation Community will be facilitated through a security checkpoint at Kamoana Place and Ali'inui Drive. Residents exiting Coconut Plantation will be subject to security screening at the Coconut Plantation exit gate before being allowed to enter the secure zone. All traffic will be restricted during APEC motorcade movements.

Disney Aulani Resort:  All Disney guests and employees will be allowed to enter the property using a designated lane at the intersection of Ali'inui and Kamoana Place. They will be directed by Disney staff to the proper parking area within the Disney Complex. This will be the ONLY available access point for all guests and employees when the secure zone is activated. We encourage all guest and employees to plan ahead and to allow extra time to arrive at their destination. All resort guests requesting beach access may be subject to screening. 

J.W. Marriott/Disney Aulani Lagoon Beach: Restricted access to J.W. Marriott/Disney Aulani guests ONLY. No public access. 

  • 24 HOUR PARKING ENFORCEMENT

The following parking prohibition will be enforced 24 hours-per-day from Tuesday, November 8 through Sunday, November 13:

  • Atkinson Drive, Kokohead (South) side only, from Ala Moana Boulevard to Kapiolani Boulevard.
  • Hobron Lane, ewa (North) side, from Kaioo Drive to Ala Moana Boulevard.
  • Hilton Hawaiian Lagoon parking lot-Harbors division.
  • Koa Avenue, makai side, 100 feet ewa (West) of Uluniu Avenue.
  • Ohua Avenue, ewa (West) side, makai of Kuhio Avenue.
  • Beachwalk, both sides, from South King Street to Kalakaua Avenue.
  • RESTRICTED PARKING ZONE:
  • Ala Moana Boulevard, EASTBOUND (Koko Head) from Kamakee Street to Atkinson Drive.
  • Ala Moana Boulevard, EASTBOUND (Koko Head) and WESTBOUND (Ewa) lanes between Holomoana Street and Kalakaua Avenue.
  • Hobron Lane from Holomoana Street to Ala Moana Boulevard.
  • Kalakaua Avenue between Ala Moana Boulevard and Saratoga Road.
  • Olohana Street between Kalakaua Avenue and Kuhio Avenue.
  • Kalaimoku Street between Kalakaua Avenue and Kuhio Avenue.
  • Lewers Street between Kalakaua Avenue and Kuhio Avenue.
  • Lauula Street between Lewers Street and Seaside Avenue.
  • Helumoa Street between Lewers Street and end of roadway.
  • Beachwalk Road between Kalakaua Avenue and Kalia Road.
  • Saratoga Road between Kalakaua Avenue and Kalia Road.
  • Kalia Road between Saratoga Road and Ala Moana Boulevard.
  • McCully Street, EASTBOUND (Koko Head) side lanes from Ala Wai Boulevard to Kalakaua Avenue.
  • McCully Street, all lanes South King Street to Kapiolani Boulevard.
  • Niu Street between Ala Wai Boulevard to Kalakaua Avenue.
  • Pau Street between Ala Wai Boulevard to Kalakaua Avenue.
  • Keoniana Street between Ala Wai Boulevard to Kalakaua Avenue.
  • Kuamoo Street between Ala Wai Boulevard to Kuhio Avenue. 

Pedestrian Screening: Pedestrians who approach the secure perimeter fencing around the Hale Koa will be subject to a visual inspection for weapons.

Convention Center Area Parking Restrictions

No parking will be allowed at any time from Monday, November 7 through Sunday, November 13 in affected areas.  Vehicular parking restrictions will be coordinated and enforced by the Honolulu Department of Transportation Services and the Honolulu Police Department.  Appropriate signs will be posted and enforced on the following roadways:

  • Kahakai Drive, both sides, throughout the entire length of the street.
  • Kapiolani Boulevard, both sides, from Kaheka Street to Kalakaua Avenue.
  • Kalauokalani Way, both sides, from Makaloa Street to Kapiolani Boulevard.

The following parking prohibition will be enforced 24 hours-per-day from Tuesday, November 8 through Sunday, November 13:

  • Atkinson Drive, Kokohead (South) side only, from Ala Moana Boulevard to Kapiolani Boulevard.
  • Hobron Lane, ewa (North) side, from Kaioo Drive to Ala Moana Boulevard.
  • Hilton Hawaiian Lagoon parking lot-Harbors division.
  • Koa Avenue, makai side, 100 feet ewa (West) of Uluniu Avenue.

Convention Center Area Pedestrian Restrictions

The following sidewalks and walkways will be continuously closed from Monday, November 7 through Sunday, November 13:

  • Atkinson Drive, Kokohead (South) side only, from Kahakai Drive to Kapiolani Boulevard.
  • Kapiolani Boulevard, Kokohead (South) side only, from Atkinson Drive to Kalakaua Avenue.
  • Kalakaua Avenue, makai (West) side only, from Kapiolani Boulevard to Ala Wai Boulevard.
  • The Promenade walkway from Kalakaua Avenue to the security barricade makai (South) of Kahakai Drive.

The following crosswalks will be closed 24 hours-per-day from Monday, November 7 through Sunday, November 13:

  • Atkinson Drive/Kapiolani Boulevard, makai (South) side crosswalk.
  • Kapiolani Boulevard/Kalakaua Avenue, Ewa (West) side crosswalk
  • Kalakaua Avenue/Pau Street.

OAHU PARKS

Ala Moana Regional Park
10 p.m. on Sunday, November 6, to 10 p.m. on Monday, November 14

The Magic Island parking lot and the Ewa half of Ala Moana Park will be closed to the public. In addition, only emergency response vehicles will be allowed in Ala Moana Park; civilian vehicles will not be allowed to enter. There will be no public parking along Ala Moana Boulevard fronting the park. Pedestrians may walk to the park and beach and use the areas not designated for emergency response agencies

Ala Wai Community Park
Midnight on Monday, November 7, to midnight on Monday, November 14

The Ala Wai Community Center, including the parking lot, restrooms, canoe hale and areas up to the baseball field fence, will be closed to the public. Baseball and soccer fields will be open and accessible from the Koko Head side of the park.

Kapiolani Regional Park
Midnight on Monday, October 31, to midnight on Monday, November 14

All parking lots on Monsarrat Avenue, including the Waikiki Shell lots 1, 2, 3 and 4, and Paki/Monsarrat lot will be closed to the public. Soccer fields 4 and 5, along with picnic area 3, will also be closed. All other areas of the park will be open to the public.

Ala Wai Golf Course Ballroom
6 a.m. on Monday, November 7, to 10 p.m. on Tuesday, November 15

The Diamond Head Ballroom will be closed to the public. The golf course and clubhouse will remain open.

Kamokila Community Park 
Midnight on Saturday, November 12, to midnight on Monday, November 14

The park and parking areas will be closed to the public.

  • ALA WAI HARBOR

From 6 p.m. Sunday  to Monday, November 14 access to the grounds of the Ala Wai Small Boat Harbor and adjacent old helipad parking lot will be restricted.

All paid and public parking areas of the Ala Wai Harbor will be closed for security reasons during APEC. This includes all the free public parking at the helipad area, along the Hilton Lagoon and along the 600/700 rows within the facility.

Only vehicles operated by legitimate harbor tenants with a valid harbor decal will be allowed to enter via Holomoana Street and park in permit stalls. Vehicles can exit through Kahanamoku Street.

Pedestrians can enter via access near the Outrigger Reef Hotel. Use Public each Path 141A & Hilton Hawaiian village via Kahanamoku street. Boaters expect delays because of heightened security.

Marina/Waterway Restriction:

The public will see an increased U.S. Coast Guard presence on the water beginning November 11 through November 14 as units of the Coast Guard Sector 14, Honolulu, begin operating an increased patrol schedule throughout the Honolulu and Waikiki areas during APEC.

The Coast Guard's initiatives are one of many layers of increased security during the APEC. The Coast Guard will continue to perform it's standard missions of search, rescue, and law enforcement in addition to their homeland security responsibilities.

Restricted parking Zone:

Vehicular parking restrictions at Ala Wai harbor will be coordinated and enforced. All affected areas will be posted with "Emergency No Parking" signage. The restrictions will not be enforced until November 7 at 6:00 a.m. However, due to ongoing preparations in the area, some parking spaces may be utilized by vendors related to the event starting as early as November 6. This start time will be reflected on the "Emergency No Parking" signs. The restrictions will end on November 13 at 11:59 p.m.

Ala Wai Yacht Harbor and Canal Security Zone:

The security zone will begin November 10, 12:00 p.m. and conclude on November 13, 11:00 p.m. The zone consists of the first two boat rows at Ala Wai Harbor (Front Row, Work Dock, Loading Dock, Docks G, F, south face of D and X, Row 400) and the Ala Wai Canal from the Ala Wai Harbor to the McCully Street Bridge. There will be no movement of vessel traffic in these areas. All other vessel traffic will be permitted to move in and out of the remaining unrestricted zone.

 Honolulu International Airport Zone:

This security zone will begin November 11, at 11:00 p.m. and conclude November 14, 12:00 p.m. This zone extends 3,000 yards off shore and bordered by the Day Beacon 13 and Kalihi Channel Buoy No .5. The zone is closed to all vessel traffic.

Ko Olina Offshore Zone: This security zone will begin November 12, at 11:00 p.m. and conclude November 13, 11:00 p.m. This zone extends 3,200 yards off shore and bordered by Kahe Point Beach Park and Barber's Point Harbor. The zone is closed for all vessels and personnel traffic. Vessel traffic will not be restricted into Barber's Point Harbor.

Iolani Palace Restrictions: The grounds of Iolani Palace closed at 5:00 p.m. on November 7 and will be reopened to the public on November 15, 2011 at 6:00 a.m.

Waikiki Post Office CLOSED: Due to security zones, the Waikiki Post Office will be closed Friday, November 11, 6 p.m. through Sunday, November 13, 8 a.m.

Diamond Head State Monument: Diamond Head Crater/Diamond State Monument will be closed to the public from 6:00 p.m., Friday, November 11 to 6:00 a.m., Monday, November 14, 2011.

HONOLULU'S TRAFFIC CAMERA NETWORK WILL BE TEMPORARILY OFF-LINE FROM 6:30 P.M. MONDAY, NOVEMBER 7 THROUGH NOVEMBER 14. GO TO HAWAII NEWS NOW'S FACEBOOK PAGE FOR TRAFFIC UPDATES.

The grounds of 'Iolani Palace closed at 5:00 pm on November 7 and will be reopened to the public on November 15, 2011 at 6:00 am.
