HONOLULU (HawaiiNewsNow) - Stating its goal to "design, build, maintain and operate" Oahu's proposed rail system, the Honolulu Authority for Rapid Transportation (HART) held its first meeting Friday.

"We are here to ensure the project comes in on time and on budget, and that it is well-managed," board chairman Carrie Okinaga said.

The board passed a $20.5 million operating budget and $354.7 million capital budget for oversight of the 20-mile rail project that will stretch from East Kapolei to Ala Moana Shopping Center.

The board named Toru Hamayasu as interim executive director and adopted transparency, financial and procurement policies.

It's also accepting applications for a tenth member online through Aug. 5 at www.HonoluluTransit.org.
