The full senate is set to decide on a bill that puts a moratorium on construction on the mountain, unless the University of Hawaii meets a long list of requirements. UH officials say the measure would likely be the end for the TMT project. Critics say the bill was "gutted and replaced" by state Senator Kai Kahele. Kahele joined us on Sunrise this morning. He says he used a quote "procedural tool" to rewrite the bill from its original form.
