The rail project is back on track, at least according to a249-page report delivered to the Federal Transit Administration last week. Andwhile the back and forth on the rail, its cost overruns, the taxes needed topay for it for years and years, the question of who's in charge, etc., all makefor interesting news stories, the facts are plain when the smoke lifts.
This proposed traffic-decreasing entity will not be fullyfunctional for up to eight more years. Even the first phase, from the train'sorigination point in Kapolei to a Pearl City station, will not be ready forriders for up to four more years. So while you may grow weary with all of theuncertainty and consternation about this project, you can rest comfortablyknowing that the ultimate resolution- like what kind of impact will it reallyhave- will not be known at all until babies born this month reach the 4thgrade in 2025, when they are eight years old.
