Hawaii Health Connector loses third executive director

HONOLULU (AP) - As more than 40,000 people in Hawaii are transitioning to healthcare.gov, the executive director of the state's health insurance exchange is announcing he's stepping down.

Jeffrey Kissel is the third person to lead the troubled health insurance exchange. He says his final board meeting will be Dec. 4.

The Energy Policy Research Foundation Inc. announced Friday that Kissel is joining the Washington, D.C.-based organization. Kissel will remain in Hawaii and commute across the country as needed.

Kissel says that during his remaining weeks, he'll be working to help those who need coverage enroll through the federal site.

In June, the board of the exchange voted to shut down the employer side of the exchange because it hadn't become financially sustainable, which was a requirement of President Barack Obama's Affordable Care Act.
