As the former CEO of Helping Hands Hawaii and the former lieutenant governor, he offered his unique perspective. He believes that our state should follow the "housing first" initiative, which allows the homeless to live in a safe, secure place first. Then if there are problems with their mental health or substance abuse, those issues are addressed after they are housed.
