Lawmakers reopen bill that would create medical marijuana dispensaries

A bill to create medical marijuana dispensaries is heading back to the conference committee, after lawmakers initially deferred a vote on the measure earlier Friday afternoon.

On Friday, a proposal to set up a system of medical marijuana dispensaries in Hawaii died after it failed to clear a key negotiating committee.

Lawmakers could not agree on whether the dispensary licenses should be given out on a first come, first serve bases, or given out based on merit.

Advocates have been trying to establish a system since medical marijuana was legalized 15 years ago. The estimated 13,000 patients approved for the drug have generally been left to buy it on the black market or grow it on their own.

The House and Senate had approved different versions of the bill and had been working out details in a series of tense negotiations.
