HONOLULU (AP) - Hawaii Gov. David Ige has released the first draft of the state's $25.7 billion budget that covers the next two fiscal years.

Ige released the budget on Monday, which is the deadline to submit the document to the state Legislature.

The budget includes $12.6 billion in spending in fiscal year 2016, which is a 4 percent increase over current spending levels.

It includes $13.1 billion in spending in fiscal year 2017, which is 8 percent higher than the current spending amount.

Ige says the budget is a starting point. He took office Dec. 1 and is still filling cabinet positions.

The first draft is a baseline budget that was mostly compiled by former Gov. Neil Abercrombie. Ige says his administration will thoroughly vet and build on the proposal.
