HONOLULU (HawaiiNewsNow) -

NSA whistle-blower and former Hawaii-based contractor Edward Snowden has spoken out about the Department of Justice's decision not to file charges against CIA officials who tortured terror suspects.

Snowden spoke via video from Russia to a security conference in France on Wednesday, saying "efficiency has no place in the debate about right and wrong."

"If we can run a rendition, a kidnapping, a detention program, a torture program and keep it secret for years and then when it is revealed, hold no-one to account , what does this mean for the future direction of our society?" Snowden said.

Snowden also said he'd like to leave Russia one day and move to Western Europe, or even back to the United States.
