New policy will be at heart of police shooting investigation

CLEVELAND, OH (WOIO) -

A Cleveland police shooting on Monday night comes just months after a new policy for officers restricting when they can shoot at or from a moving vehicle.

Monday night on Cleveland's west side, police say a driver in a stolen minivan backed into police vehicles and nearly ran over officers. He then crashed into a fence and an officer fired four times, hitting him in the stomach. Police say the suspect tried to run away, but the officers chased him down.

A policy sent out on August 23 said officers shall not discharge any firearm at or from a moving vehicle unless deadly force is being used against the police officer or another person by means other than the vehicle.

That change in policy came after 13 officers fired 137 shots, killing two people after a long chase last November.

Monday night's shooting is under investigation by the department's Use of Deadly Force Team. All this comes as the U.S. Justice Department is conducting a review of Cleveland Police Use of Force.
