Part of Kalanianaole Highway closed for emergency bridge repair

The Ihiihilaukea bridge on Kalanianaole Highway opened to traffic in 1931 and shows the signs of wear and tear.

"It has been deteriorating.  Basically it's spall damage which is the rebar inside the concrete. Moisture has gotten in there so it causes the rusting and the expansion and the concrete to chip," state Transportation Department spokesperson Caroline Sluyter said.

The DOT Is giving the concrete arch bridge near the Koko Head shooting range a $2.4 million makeover, replacing rusted rebar and damaged concrete.

"After that the second phase will be wrapping it with a carbon fiber wrap to strengthen the bridge. And the third phase will be painting," Sluyter said.

She estimates the entire job will take about six months to complete.

"That is dependent on once they get in there they find there might be additional work. So possibly it could go as long as Summer 2014," she said.

The work will be done Monday through Friday. Traffic will be contra-flowed between 7 a.m. And 6 p. m. To avoid the contra-flow the state suggests motorists use Lunalilo Home Road and Kealahou Street in Hawaii Kai.  On some Tuesdays the highway near the bridge will be closed to traffic.

"For the most part on Tuesdays we will close it if we have to bring in a big crane, when big equipment needs to be lowered down to the job site," Sluyter said. "There could be occasions when they need to close it for the concrete to dry."

Engineers have inspected the bridge weekly. They found damage in 208 spots but insist it's safe to use during the repairs.

"If anything changes we might reduce loads. But at this point it's open for traffic," Sluyter said.

Most of the work will be done under the bridge, but workers will also replace the old guardrails along that section of Kalanianaole Highway.

Construction begins Monday, October 7, through Friday, October 11, from 7 a.m. to 6 p.m., daily, and will continue through the end of the year. Traffic will be contraflowed during this time.

There will be a full road closure between the Koko Head Shooting Range Complex and the Halona Blowhole Lookout, on Tuesday, October 8, from 7 a.m. to 6 p.m. Motorists are advised to use Kealahou Street and Lunalilo Home Road as detour routes.
