Fabian Picardo is the head of government and was elected Chief Minister of Gibraltar in December 2011. He was elected leader of the Gibraltar Socialist Labour Party (GSLP) in April 2011.
Gibraltar is a British overseas territory and has just under 30,000 residents, making it the fifth most densely populated area in the world and giving it the second highest population density in Europe. Gibraltar became a member of the European Union in 1973. In 2008 Gibraltar was named (by Jane's Country Risk) as the fifth most prosperous state measured by political stability, economy and security. The sovereignty of Gibraltar is a major point of contention in Anglo-Spanish relations as Spain asserts a claim to the territory. Gibraltarians rejected proposals for Spanish sovereignty in a 1967 referendum and again in 2002. Under the Gibraltar constitution of 2006, Gibraltar governs its own affairs, though some powers, such as defence and foreign relations, remain the responsibility of the U.K. Government.
