Guam gov threatens veto of Senate budget

HAGATNA, Guam (AP) - Guam Gov. Eddie Calvo is threatening to veto a budget passed by the territorial Senate that includes salary increases for government employees and cost of living increases for retirees.

Pacific Daily News reports the Senate approved the bill Tuesday.

Calvo says the bill is fiscally irresponsible. He says the Guam government doesn't have the funds to pay for amendments added by senators.

That includes $10.9 million for salary increases, plus $11 million in cost of living allowances. The cost of living allowances are $4 million more than what Calvo asked for.

The budget also includes a plan to use credit to pay merit bonuses for the judiciary and education departments that date back to 1991.

Sen. Ben Pangelinan says Calvo has a line-item veto.
