HONOLULU (AP) - Gov. Neil Abercrombie says budget increases he's proposing for the next two fiscal years address fundamental necessities like early childhood education, state employee pensions and retiree health care.

The governor submitted his budget proposals on Monday but postponed discussing them with the media when Sen. Daniel Inouye died.

The proposed budget includes nearly $3 million more for early childhood education in the next fiscal year starting in July and $28 million more the following year.

Abercrombie said Thursday that children who don't receive education before kindergarten often enter school already behind other students. He says this is unfair to the students and to their teachers.

The governor also wants to spend $100 million a year paying into funds for state employee pensions and retiree health care.
