MEMPHIS, TN -

(WMC-TV) – The off duty police officer who shot and killed a 15-year-old has been involved in three shootings prior to Monday's incident.

Terrance Shaw joined the Memphis police force on October 1, 2007. In 2009, he killed a man while on duty. The shooting was ruled as justified.

Now, the Tennessee Bureau of Investigation is investigating why he shot and killed a teenager Monday night.

The sound of gunshots brought John Fowler outside. He says he saw a dark-colored Nissan that was parked in front of the mailbox across the street pull away from the scene.

Fowler called 911 and flagged down the first cop car on the scene.

"And I was trying to tell the officer, ‘That's the car, that's the one I saw.' And about that time the officer looks I the car says, 'Oh yeah, I know him. He's an off-duty patrol,'" explained Fowler.

According to MPD Internal Affairs, Shaw has been involved in three different shootings while on duty.

In November 2008 and June 2011, he shot two different dogs that charged at him. Both shootings were ruled justified.

On February 14, 2009, he shot and killed Courtney McGowan.

The incident report says Shaw was trying to frisk a passenger in McGowan's car when McGowan put the car in reverse and almost ran him over.

Shaw fired four shots and killed McGowan.

Three days later, the district attorney's office declined to prosecute the case, citing quote "Insufficient evidence to rebut self-defense and/or reasonable use of force to apprehend a fleeing violent felon."

MPD ruled the shooting justified because "Officer Shaw believed that he was going to be crushed by the moving suspect vehicle and was not able to free himself from the open moving passenger door. He gave verbal commands to the driver to stop the moving vehicle as did his partner who had been struck by the vehicle. It was only then that officer Shaw fired shots at the driver."

Police say Shaw was being robbed when he pulled the trigger Monday night.

But they are investigating if it was completely random or if he had known and been in contact with the teenager prior to the robbery and shooting.
