KAUAI (HawaiiNewsNow) - Emergency shelters are open on Kauai. Parents are also scrambling with several schools closed on Tuesday. Kauai's mayor issued a disaster declaration on Monday that will allow the county to access funding and additional resources.
The relentless rain is creating problems all over Kauai. YouTube video from Rick Burrell shows a truck stuck in the rushing water on Loop Road next to a stream in Wailua. He said two people inside managed to safely escape.
"It's been a pretty crazy day today and roads are being closed and opened frequently depending on the conditions," said Beth Tokioka, director of communications for Kauai county.
The downpours have also transformed nearby Opaekaa Falls. Video from the Kauai Visitor Channel shows the dramatic change caused by flooding in Hanalei Valley. Kuhio Highway is closed just before the Hanalei bridge.
"The Hanalei community and communities north of Hanalei really still are effectively cut off at this point. It's going on almost two days now," said Tokioka.
There are several road closures due to widespread flooding.
"Some of the cars have even been seen hydroplaning somewhat on the highway. There's a lot of ponding and standing water and that together with drivers not slowing down in the wind is causing a pretty dangerous situation," said Wailua Homestead resident Dr. Craig Netzer.
Kuhio Highway near Kilauea is off-limits due to a collapsed drainage culvert. The Kapaa Bypass Road is blocked from Kuhio Highway to Olohena Road due to storm damage.
"There was some evacuation going on in Anahola earlier today. It's a situation that changes by the minute literally and probably isn't going to let up any time soon," said Tokioka.
"I'm looking out at my yard at tons and tons of rocks and debris that have flowed down from the mountain. There's some boulders here, 40, 50 pounds in weight that are sitting in the yard," said Netzer.
A manhole overflowed in Wailua causing a sewage spill. Treated effluent is also coming from the Wailua Treatment Plant which has exceeded its capacity with all the rain.

Emergency shelters have been opened at Kapaa Middle School, the Koloa Neighborhood Center and the Lihue Neighborhood Center.
