Hawaii News Now - KGMB and KHNLSex offender fugitives caught on Oahu

HONOLULU (HawaiiNewsNow) - The US Marshals Service arrested two sex offender fugitives on Oahu this week. 

On Wednesday, February 1 members of the US Marshals Service Adam Walsh Task Force arrested Clark Boisvert, 32 of Virginia, near the shops at Waialua Sugar Mill.

Then on Thursday task force members arrested Jordan Monteiro, 31, of Virginia on Wahane Street in Kapolei.  Both fugitives had fled from authorities in Virginia and were hiding out on Oahu. 

Boisvert was wanted on an outstanding arrest warrant for failing to comply with sex offender registration requirements.  He was also wanted by authorities in Virginia on two outstanding arrest warrants.  One was a probation violation warrant for an underlying sex offense and the second was for failing to register as a violent sex offender. 

On February 15, 2001, a Virginia court convicted Boisvert of rape.  He also has an extensive criminal history with seven convictions ranging from burglary and larceny.

Monteiro was wanted by Virginia law enforcement on two outstanding arrest warrants.  One was a probation violation warrant for an underlying sex offense of a minor and the second was for failing to register as a violent sex offender. 

Monteiro was convicted back on February 12, 2001 in Virginia for aggravated sexual battery and carnal knowledge of a child 13 to 15 years old.  He also has an extensive criminal history with convictions ranging from rape, forgery, possession of a firearm by a felon, carrying a concealed weapon, and possession of a weapon of mass destruction.

 Monteiro and Boisvert were both classified by Virginia law enforcement as Violent Sexual Predators.

In coordination with the Hawaii State Attorney General's Office Sex Offender Unit, task force members received a tip that Boisvert, a convicted sex offender was not in compliance with State of Hawaii registration requirements and may be hiding out on Oahu.  Through an investigation it was determined Boisvert was still on Oahu and in violation of the Hawaii sex offender registration laws. 

The State AG's office issued an arrest warrant for Boisvert on January 30, 2012 and task force members to include US Marshals and Hawaii State Sheriffs were tasked with hunting down and arresting the fugitive.  Through the investigation, agents determined Boisvert was working and living on a farm located in the Waialua area and began conducting surveillance. 

During the investigation agents determined that Boisvert was traveling with a close friend later identified as Monteiro.  US Marshals and Hawaii State Sheriff's tracked Boisvert to the stores surrounding Waialua Sugar Mill and arrested him without incident.  Boisvert was taken to the State Sheriff's Receiving Desk for processing.

 Agents soon discovered an address in Kapolei which was connected to Boisvert and Monteiro and quickly set up surveillance.  In the late evening hours of February 2^nd agents identified a vehicle associated with the Kapolei address and observed a male in the passenger seat matching Monteiro's description and immediately conducted a traffic stop on the vehicle. 

 When the vehicle stopped, Monteiro got out of the vehicle and challenged US Marshals and Sheriffs Deputies.  During the ensuing arrest Monteiro continued to resist and was eventually tased by a US Marshal.  Monteiro was treated at the Queen's Medical Center as a precaution and later taken to the Honolulu Police Department Center Receiving Desk. 

Boisvert is being held on $25,000 bail and will remain in custody until his hearing on Monday.  Monteiro is being held on the outstanding warrants from Virginia and will remain in custody pending an extradition hearing back to Virginia.
