HONOLULU (HawaiiNewsNow) - A longtime civil defense volunteer accused of using the Internet to arrange a sexual meeting with a child is scheduled to make his first court appearance Wednesday.
Police on Tuesday charged Russell Loo, 41, with first-degree electronic enticement of a child. If convicted, he faces a mandatory 10-year prison sentence. Bail has been set at $40,000.
Investigators say the suspect went online and had sexually-explicit conversations with an undercover officer who was posing as a 15-year-old girl. Loo is accused of setting up a meeting at Waiau District Park Sunday night to have sex with the child.
A spokesperson for the city Department of Emergency Management says Loo has been a civil defense volunteer for nine years. He has been placed on leave pending the outcome of his criminal case.
