New year marks the start of new laws

HONOLULU (HawaiiNewsNow) - On this first day of 2010, a number of new state laws are now in effect.

As of today, the state will now require that any new home must be built with a solar water heater system. Hawaii is the first state in the country to have such a law.

Also, drivers on the Big Island now face a fine of up to 150-dollars if they're caught using the cell phone while driving. The ban took effect at midnight.

Three other states also now have a similar ban. Oregon, Illinois and New Hampshire have now outlawed texting while behind the wheel.

Today New Hampshire also became the fifth state that allows same sex marriage.

California leads the way with the most new laws, including one allowing breathalyzers to be put in the car of some first time drunk drivers.

And a new law there also makes it easier for celebrities to sue aggressive paparazzi.

It's credited to actress Jennifer Aniston, whose horror stories with the paparazzi prompted lawmakers to fast track the legislation.
