State sought permission to forcibly administer drugs to escapee

HONOLULU (HawaiiNewsNow) - There's new information about the man who escaped from the Hawaii State Hospital last week. Court records show the state had asked a judge for permission to forcibly administer drugs to the patient, who was declared criminally insane years ago.

A hearing on the Department of Health's request was set for this Thursday.

Five days after escaping from the Kaneohe mental institution, David True Seal continues to elude capture. Police say they have received tips but have had no confirmed sightings since last Thursday, when he was spotted near the Stairway to Heaven trail at Haiku Road.

The 30-year-old Maui man was committed to the hospital after he was acquitted of sexual assault and kidnapping by reason of insanity.

Police believe he's still on Oahu because the airport was put on alert immediately.

"He's out and about," Maj. Clayton Kau, Honolulu Police Department, said. "Once again, he hasn't been located so we are concerned. Until he's located, we'd like to caution the public, if they do see him, not to approach him but to call 911."

Police say they have no reason to believe someone is harboring the escapee. Anyone helping him could face criminal charges.
