State Implements Law Leaving Used Car Buyers Left With Parking Tickets

HONOLULU (AP) - The state has instituted a new policy that requires used car buyers to pay any outstanding parking fines incurred by the previous owner of the vehicle.

New owners can either pay the fine, get the car's previous owner to cover it, or fight the merits of the citation in court.

Some used car buyers have been left with nearly one-thousand dollars in unpaid tickets.

Many have not been able to renew vehicle registrations because of the outstanding tickets.

State Judiciary spokeswoman Marsha Kitagawa says if the public isn't happy about the new law, they should contact their legislators.

The state advises having the car checked to see if it has a registration stopper, before purchasing it.

Vehicles can be checked online at http://www4.honolulu.gov/MVRTITLEINQ/ using the license plate number and vehicle identification number, or by calling the Motor Vehicle Information Processing Section at 532-4325.

However, you also need to check with the District Court Traffic Violations Bureau to determine if there are any unpaid fees, which if left unpaid will result in a placement of a registration stopper on the vehicle.
